I don't get it. IIRC, Mega Man could both swim AND jump higher underwater in MM8. Swimming doesn't seem to be a problem for Mega Man (see MM8 and Rockman Superadventure). He simply has to work harder to keep from sinking in water. Mega Man also weighs more than you'd expect and tips the scales at 230 lbs.

To be honest, its because Bass's MM10 sprite doesn't look as good as the Battle and Fighters version. MM10's looks a bit lazy, though I understand that they needed a sprite that wasn't significantly taller than Mega Man. A bigger Bass would have meant significant problems evading the enemy.
