Plot Prediction
If Leviathan can't match Zero's speed while she's underwater, then she sure as heck can't match Ashura on land.
Well, I can kind of see the situation polarising. Characters are lined up on either side of the Two Evil Scientists competition. I think the Super Gizoid will most probably be the tie breaker. Then his conscience/soul program will kick in, and everybody will be friends again.

Heh. Even reploid AI has it's limits, huh? She could have dropped her staff a foot, and Ashura would have been toast by the third panel.

I'm not counting her out of this fight yet...or maybe not.
Yeah... Non of the guardians can quite match the land speed of sonic/ashura but they can at least outsmart ashura. They aren't that weak. ((I'm starting to notice a sonic chars outpower megaman charectors trend here. Could be due to the lack of strong minor sonic charectors though)) But still GO Levi!
Wait a minute. If Levi loses here, and Wiel is forced to retreat... Light'll be saved... and the first logical thing to do is examine the remains of Leviathan.
hmmm... And knowing Light/tails (both are good natured, and willing to forgive people) they'd reactivate Leviathan (Sans explosive).
Hmm... GO ASHURA! Beat Levi for her own sake!

Agreed...
I noticed the same thing. The Mega Man characters are kind of being short-changed in the strength and reflexes department. Heck, Zero has fought and beaten characters with supersonic speed before, as has the original Mega Man. Harpuia isn't that much higher in power than Leviathan and he can go supersonic.
As evidenced in the games in general, the upper tier Sonic characters should have a significant (but not insurmountable) speed advantage against Mega Man characters, but the Mega Man characters should have the advantage in strength, durability, and firepower (disregarding forms like Super Sonic and Super Shadow).
