Sure it seems like a stupid place to look, but it would look even stupider if he was hiding there and they didn't check.

Logically, if he wanted to be in the place that no one would look, he would be in one of the following places:
The Rabbit house (the place he wants to go)
A cell in GUN HQ (the place GUN wants him to go)
Angel Island (too busy for anyone to notice him)
