Obviously, if I wanted Mega Man to battle Shadow, I wasn't going to be able to have him deal any lethal damage, if only because killing him wouldn't be good for the comic Not to mention that it goes against Mega Man's character, even if his programming did allow him to. So we'll just say that Dr. Light installed a stun function after the incident at the end of Mega Man 7.

I heard from someone that the Three Laws of Robotics, I think the first law, States, "A robot cannot harm a human, or in this case, animal creature, even being ordered by the human to harm him." I think. But it is still very good so far.

Teh first law
Actually it states: "A robot may not injure a human being or, through inaction allow a human being come to harm." And wasn't there another version of this comic?

Yeah, but I thought the punchline was a little clumsy so I reworded it.

The best way to word it would've probily been,
"Of cource you didnt. Up till now, all my oponents have been robots."

Sounds good. We’ll go with that.

the three laws are also mentioned in Bicentennial Man, a Robin Williams movie, but I-Robot is a better example

The three laws where based upon a 16 book collection writen by Isaac Asimov. At the end of one of them, a robot invents a new law, called the law 0 or Zeroth. It implies that a robot shall not injure humanity, or through inaction, allow humanity come to harm. In that case, the law 1 can be ignored for the sake of humanity

The three laws of robotic have nothing to do with Megaman anyway. They are from Isaac Asimov's novels. Admittedly I could see Dr. Light programming Megaman with something similar. Not wily though...
