Mega Man has Rush, and Bass has Treble. Sonic has Tails, and Shadow has... You get where I'm going with this. Tails, Rush, and Treble all fit the sidekick role, but you'd be hard pressed to call Rouge a sidekick. Infact, in Sonic Heroes, she took on the unofficial role of leader of Team Dark. Regardless, she's the closest thing to a Sonic version of Treble, so she fell into the role.
