For some reason toys, comics, video games, and other media use generic enemies who's rank can only be differentiated by minor alterations to uniform. That is of course the whole premise behind this joke. If you actually needed to read this blurb to get the joke, you probably didn't find it that funny. If that is the case, don't worry, sometime in the future, someone else will probably make the same joke. When that happens, you'll be able to laugh now that you understand it.
